Individuals have rights.
Governments, government agencies, and government agents have powers.
Rights and powers are not the same.
In America, powers exist only to protect rights. There is no other reason for powers.
Government may justify abuse of power by claiming a right, but government has no rights. Do not believe agents or employees of government when they say that such-and-such agency has a right to do something.
It's not a right unless the other guy has it too.
