Another exception

I was reading about robo calls and I ran across this.
Now I don't know about you, but charitable solicitation, political causes or campaigns and surveys are THE ONLY robocalls I get. Even on my old fashioned land-line, that's easily 90% of the calls I get.
Which means that the very calls I find most annoying and want like blazes to eliminate are the the very calls protected by law and regulation.
What freaking idiot dreamt that one up?
Should he be shot at dawn?
