I've been debating what to say about this.
On the one hand, it still comes off as government endorsement of religion. Government funds going to pay the activities of religious groups is wrong to start with. Allowing those groups to use that money to pay the salary of someone based on religion, well, that goes beyond endorsement and into advocacy. But there is another side to this, and one that seems to be overlooked. It also puts the government in the position of defining what is and is not acceptable for a religious group. The aftereffects of that are going to be felt for years.
