The World Bank and Honor

How much of the case is really about derailing reform?

Truthfully I have not been paying that much attention to the Wolfowitz case. I disagree with the whole notion of a World Bank anyway, and I have never been impressed with it's actions. Assuming that this OpinionJournal.com article is accurate, there is a very interesting question here.

What happens when one plays by the rules and your opponents and rivals don't?

That question has huge repercussions.

And not just in the World Bank.

Should France get a wink and a nod for providing military arms and supplies to Saddam Hussein's Iraq in defiance of a UN Security Council resolution? Should Russia get American aid if they provide reactor parts and technology to Iran? Should China benefit from US trade if they are providing missiles and technology to North Korea?

More importantly, why should any of these nations have any influence on American foreign policy when they break their own word?
