Government promises but doesn't deliverSan Francisco losing parks &
recreation funds to public golf courses
One of my pet peeves is when government gets into
the recreation business. Often those programs rob one part to pay for another.
That is what's happening in San Francisco right
now.
The audit, by Board of Supervisors budget analyst Harvey Rose, looked at overall management of the city Recreation and Park Department and found slipshod fiscal practices, haphazard staffing and unsanitary conditions at pool facilities. It also found that losses at the city's golf courses contributed to an estimated shortfall of $600 million for building upgrades and major park improvement and restoration projects. "The budget analyst found inadequate management oversight in many of the Recreation and Park Department's key functions," Rose wrote in a letter to the Board of Supervisors, summarizing his findings and recommendations for change. Recreation and Park General Manager Yomi Agunbiade, who took the helm of the department in 2004 but wasn't named permanently to the post until July, responded that positive change already is under way and agreed with all but a handful of Rose's recommendations. "My new management team and I thank you for your analysis and recommendations and for noting and concurring with many of the ongoing structural changes we've implemented in the last 18 months," Agunbiade wrote to Rose this week after reviewing the audit. Many of the shortcomings identified by Rose aren't news to the watchful public or to city officials. But excitement over the transformation of the course near Lake Merced has overshadowed the poor economic performance of city golf courses and, in particular, the pinch that the Harding restoration has put on the rest of the recreation and parks system. The city officials knew about the problems, but let them go on. In the private sector that would get you canned, There are not too many places that can accept a one million dollar shortfall, much less one for six hundred million.
