The real kicker is the last line.

And believe it or not, under the proposal, the individual taxpayer — not the IRS — still will be personally liable for mistakes.

I think the last time I checked was in 1999, and at that point the Internal Revenue Service admitted that their tax hotline had a 22% error rate. Some independent accountants and tax lawyers retained by a taxpayer rights group put it higher.
